The program approach of the House of Human Rights has been determined from the very beginning by networking with other civil society organizations that deal with human rights as a fundamental principle of work. The House of Human Rights is a member of the Network of Human Rights Houses based in Oslo, a member of Platform 112, the Welcome Initiative and the GOOD Initiative.

The program determination of the House of Human Rights must give a clear answer to the challenges posed by the derogation of acquired rights and the absence of further expansion of the scope of protection and promotion of human rights. Rights-based programming of the House of Human Rights is defined by organizational goals and divided into four methodologically complementary program units: research, monitoring, public advocacy and education.
