<\/p>\n","protected":false},"excerpt":{"rendered":"Hate speech is a continuously present and growing issue,\u00a0and there is a lack of systematic research and monitoring for its resolution.\u00a0Although the National Plan for theProtection and Promotion of Human Rights and Combating\u00a0Discrimination for the period until 2027\u00a0recognizes hate\u00a0speech as a problem and foresees measures to combat\u00a0it, the main shortcoming of this plan is its partiality that\u00a0reflects in the unsystematic design and implementation\u00a0of cross-sectoral activities. For this purpose, this comprehensive Action Plan for Combating Hate Speech\u00a0(herein-after: Action Plan) has been developed based on evidence,\u00a0human rights and international recommendations and\u00a0standards. Its goal is to lay the foundation for a holistic\u00a0approach in fighting against hate speech that includes\u00a0recognition, monitoring, prevention, awareness-raising,\u00a0victim empowerment and strengthening the processing\u00a0and regulation mechanisms.<\/p>\n
The Action Plan was developed through several steps\u00a0including, among others, a review of literature and existing practices and policies for combating hate speech\u00a0in Croatia and the European Union, conducting interviews with key stakeholders in combating hate speech,\u00a0and consultations with civil society organizations working\u00a0on the protection and promotion of human rights which\u00a0gather minority and vulnerable groups. The Action Plan
\nwas created based on activities carried out within the\u00a0project \u2018Strengthening the protection system and empowerment of communities for recognising and combating\u00a0hate speech in Croatia.\u2019<\/p>\n
This project is aimed at formulating a holistic approach to combat hate speech with the\u00a0goal of achieving long-term social changes in the area of\u00a0the right to protection against discrimination, freedom\u00a0of expression and the right to participate in social and\u00a0political life for all citizens, especially members of minority and vulnerable social groups who are, according to\u00a0relevant research, most common targets and victims of\u00a0hate speech.<\/p>\n
The Action Plan contains the following specific measures for targeted holistic action of all actors\u2013from\u00a0schools to law enforcements bodies\u2013on the prevention\u00a0combating and processing of hate speech.<\/p>\n
