Human Rights House Zagreb in partnership with the Center for Peace Studies organizes the panel discussion Regulation of Hate Speech on Social Networks – Threats to Freedom of Expression<\/em> that will be held in Croatian Journalist Association in Perkov\u010deva 2 in Zagreb, on Wednesday, November 13, 2019, at 10 am.<\/p>\n

The goal of the panel discussion is to instigate a public debate in awake of the Croatian Government\u2019s plan to enact a Law on Preventing Inappropriate Behavior on Social Networks, new legislation designed to combat, inter alia hate speech online, fake news and cyber bullying. The Government announced the new law is modeled on the German Gesetz zur Verbesserung der Rechtsdurchsetzung in sozialen Netzwerken (NetzDG).<\/span><\/p>\n

\u00a0The panel discussion aims to raise awareness about the negative impacts and challenges the German law poses to human rights, particularly to the right to freedom of expression and the rule of law, and draw a parallel with a Croatian context. We want to critically assess the impact of introducing this complex legislation into the existing legal framework for combating hate speech. <\/span><\/p>\n

The expected duration of the panel discussion is for two hours. Working language is English with translation to Croatian provided.<\/p>\n
